The project

The public offices behind his institutional work: aide to and then Civil Governor of Leiria District, Secretary of State for Internal Affairs and Civil Protection in the XVII Constitutional Government, and Member of Parliament for Leiria in the VIII, IX, X, XI and XIII legislatures.

The contribution

As Secretary of State for Internal Affairs and Civil Protection, from 1 February 2008 to October 2009, he held ministerial powers over the National Civil Protection Authority, the National Road Safety Authority and the state firefighting aircraft company, and ran the 2008 and 2009 forest-fire seasons. As Civil Governor of Leiria he led the district’s civil protection and a road-safety campaign in every school. In Parliament he sat on the ad hoc forest-fire committee, tabled a bill for a national forest management agency, and from 2015 to 2018 coordinated his group on the National Defense committee.

What this experience brings to your project.

Projects that depend on public land, permits or funding move at the speed of the institutions behind them. José Miguel knows how those institutions decide, from a district civil government to a ministry and to Parliament, and brings that to the stakeholder strategy and institutional positioning a General Value client can commission.
